Distribution Terms for tkCVS

Several of the files (for example tkcvs/help.tcl) have their own distribution terms (which can be summarized as "unrestricted" or "Berkeley style", but see the notices for details).

For the files (most of tkCVS) without any notice, the following message from the author of tkCVS (written in response to a question about distribution terms) should clarify the situation:

No, it's public domain.  I'd thought about putting a license in there,
but decided against it.  I may GPL it if many more people harrass
